The declared, temporary brake for a CI incident. Declaring the stop is what keeps new builds from starting; cancelling what is already running is a separate step below, because cancelling alone stops nothing from starting again a second later.

This cancels every build this service is holding and completes each GitHub check as cancelled. Declare the emergency stop first, or the repositories you just cancelled will start building again on their next push.
